Registration requirement for private charging station

The Flemish Regulator of the electricity and gas market (VREG) introduced a new notification requirement for charging points for electric cars in June 2021. This requires owners of charging stations to declare their charging point(s) to their network operator (Fluvius, Ores, Resa, etc.).
This law was introduced because it is essential for network operators to be able to anticipate future energy needs. If the poles and their characteristics are known, operators can better anticipate peaks and thus avoid disruptions. This allows them to make targeted adjustments to the electricity distribution network.

All charging points that you connect to the low-voltage network with a charging capacity of ≥ 3.7 kW in Wallonia and Brussels and of ≥ 5 kW in Flanders must be registered with your network operator. This obligation applies to both public and private charging points and is in effect in each region.

Since Sept. 30, 2023 (Brussels) and Dec. 31, 2023, the tolerance period has ended and you effectively risk a fine if you do not comply with this obligation.

Buildings without a residential function

Buildings without a residential function or parking buildings (new or existing ones undergoing major renovation) with more than ten parking spaces are progressively provided with:

In addition, all existing non-residential buildings with more than 20 parking spaces shall be equipped with at least two normal- or high-power charging stations by Jan. 1, 2025.

Buildings with residential function

New residential buildings with a parking lot with two or more parking spaces shall be provided with infrastructure for conduits (or at least cable ducts) to install charging stations (for normal or high power) at a later stage. These obligations also apply to renovation houses that have more than 10 parking spaces.

Enforcement

The obligation is enforced by the Flemish Energy and Climate Agency (VEKA). If you fail to comply, the VEKA can impose an administrative fine of:
